Every job in a Sydney home sits somewhere on one chain, from the transformer in your street to the point in your wall. Almost all the confusion about who pays, and most of the surprises on invoices, come from not knowing where that chain changes hands. So here is the whole of it, plainly, before we sell you anything.

The boundary is not where you think it is
Ask most people where their responsibility for the electricity starts and they will say the meter. It is a reasonable guess and it is wrong, usually by two links in the chain. The document that settles it is the NSW Service and Installation Rules, which every distributor in the state works to, and it draws the line at what it calls the connection point.
The service line itself, the span from the street or the cable under the footpath, belongs to your distributor. But the Rules define that service in a way that expressly excludes the bracket or anchor it terminates on. So the very first item on your side of the line is a piece of hardware most owners have never looked at, bolted to a fascia or a gable, quietly holding up somebody else's cable. Ausgrid puts it in plain words on its own site: property owners are responsible for everything beyond the connection point, including private poles, powerlines and pole-top fittings.
From there it is all yours: the consumer mains running down to the board, the enclosure the meter sits in, the switchboard, and every circuit past it. The one exception in the middle is the meter itself, which since the metering reforms of December 2017 belongs to a metering coordinator rather than to your electrician. For any new or replacement meter that coordinator is appointed by your retailer, which is why the retailer is who you call. Legacy meters that have never been swapped are the exception, because your distributor is still the coordinator for those. Knowing this before a storm, a defect notice or a quote arrives is worth more than any amount of marketing, which is why it is the first thing on this page rather than buried under it.
From the street to the point in the wall
Seven links, three owners. Blue is your distributor's, amber is yours, and the meter belongs to a third party most people have never heard of.

What it means: the money follows the colours. When the blue half fails, restoring it is your distributor's job and normally their cost. When the amber half fails, it is your asset, your electrician and your invoice, and that half starts earlier than almost anyone expects. In a real storm both halves go, and the network will not reconnect until your side has been made safe. This one picture answers the three questions we field most often: whose fault is the outage, why does adding a load start with the mains rather than the board, and why the meter is the one thing on the wall we cannot simply swap for you. An underground supply changes the picture only at the left: there is no span and no bracket, but the conduit on your land is still yours, and the boundary is still the connection point.

One caution on that middle column. Network boundaries follow the network, not council lines. Endeavour Energy runs across greater Western Sydney, the south west, the Blue Mountains and down through the Illawarra, and there are streets near the edges where it changes mid-suburb. Treat the table as the general picture and check your own address if it matters.

The half of the job that has rules attached
Work that touches the network side of your connection point cannot be done on an electrical licence alone. It needs an Accredited Service Provider at Level 2, a separate accreditation granted under the Electricity Supply Act rather than by the licensing regulator, and it covers a specific list: connecting and disconnecting your service, installing or replacing an overhead span or an underground service, relocating where the supply lands, breaking a distributor's seal, replacing the service protection device, and energising service equipment. Everything from the switchboard inwards is ordinary licensed work. If your job needs both halves, that gets sequenced as part of the job rather than handed to you as a problem.
The paperwork end is just as specific and far less negotiable than most people assume. A Certificate of Compliance for Electrical Work has to be lodged within 7 days of the electrical test being completed, and since 1 July 2026 every CCEW must go through the Building Commission NSW eCert portal, with handwritten and PDF forms no longer accepted. It matters to you rather than to us: the certificate is the record that the work was tested, and it is what an insurer, a conveyancer or the next owner will ask to see.
Everything else runs to AS/NZS 3000, which is the wiring rules the whole country works to. Where that intersects with your house is usually at the board, and the current position is worth knowing before someone quotes you: residual current device protection is required on domestic final subcircuits, replacing a switchboard brings every applicable circuit fed from it into that requirement, and Type AC devices are no longer permitted for new work anywhere in Australia.
Three things decide what your house can actually take
The first is the supply itself. The NSW rules set how many phases you get from your maximum demand: a single phase supply is allowed where demand does not exceed 100 amps, three phases are required above that, and any motor over 2 kW takes you to three phases regardless of the arithmetic. That ceiling, not the switchboard, is sometimes the real limit on what a house can run, and your distributor has a say in what it will permit at your address. Finding that out before the appliance is ordered is a great deal cheaper than finding out after.
The second is the consumer mains, the conductors between the connection point and the main service equipment. They are sized to the installation's maximum demand under AS/NZS 3000, and the state rules add a clause worth quoting to anyone who thinks a mains upgrade is an upsell: where alterations occur, existing services and consumer mains have to be replaced to comply where their current-carrying capacity is exceeded by the maximum demand. So the induction cooktop, the ducted system and the car charger are not just switchboard questions. They are arithmetic questions about a cable most people have never seen.
The third is the board and the protection on it. A modern switchboard needs a way for each real circuit, residual current device protection on the final subcircuits, and enough room left that the next arrival is a morning's work rather than another full replacement. The device type matters too: Type AC residual current devices are no longer permitted for new work, and circuits with direct current leakage risk, which means car chargers and solar in particular, need the right type in front of them rather than whatever was cheapest on the wholesaler's shelf.

A tree brought the line down. Is that the network's problem or mine?
It depends which side of the connection point the damage is, and that line is further out than most people think. The service line itself belongs to your distributor, so if the span from the street is down, that is their restoration and normally their cost. But the bracket or anchor it terminates on, the consumer mains running from there to your switchboard, and any private pole on your land are yours. The Rules keep the strain clamp itself on the distributor's side of the line; it is the bracket holding it up that is your asset. Storms routinely take out both halves at once, and the network will not reconnect until your side is made safe, so the first useful thing we do is tell you honestly whose job each part is before anybody quotes anything.
Who do I call to get my meter changed or a new one installed?
Your electricity retailer, not the network. This surprises people, and plenty of trade websites still have it wrong. Since the metering reforms took effect on 1 December 2017, responsibility for meters sits with a metering coordinator appointed by your retailer, and the retailer arranges the work. Ausgrid says the same thing on its own site: where it finds a non-compliant meter, it notifies your retailer rather than fixing it. The one exception is a legacy meter that has never been swapped, where your distributor is still the coordinator until it is. What we can do is everything around the meter: the enclosure, the mains, the board, and getting the installation into a state where the meter swap actually goes ahead on the day.
Do I need a Level 2 electrician, or will any licensed electrician do?
It depends whether the job touches the network side of your connection point. Anything that does needs an Accredited Service Provider at Level 2: connecting or disconnecting your service, installing or replacing the overhead span or the underground service, moving where it lands on the house, breaking a distributor seal, replacing the service protection device, or energising service equipment. That is a separate accreditation from an electrical licence, granted under the Electricity Supply Act rather than by the licensing regulator. Everything inside your installation, from the switchboard in, is ordinary licensed work. If your job needs the Level 2 half, that gets arranged as part of it rather than left to you.
Does my rental property need a safety switch by law?
In NSW there is no rule that attaches a safety switch requirement to renting out or selling a property, which is different from Queensland and Western Australia where there is. What NSW does instead is attach the obligation to the electrical work: the wiring rules require 30 mA residual current device protection on domestic final subcircuits, and replacing a switchboard brings every applicable circuit fed from it into that requirement. So the practical answer for a landlord is that the law will catch up with the board the next time it is touched, and that a house full of unprotected circuits is a poor risk to be carrying in the meantime, whatever the minimum happens to be.
What are the smoke alarm rules in NSW, and who is allowed to touch them?
Every home needs at least one working smoke alarm complying with AS 3786 on each storey, and in new buildings the National Construction Code requires them to be powered from the mains and interconnected. For rentals the landlord's duties are specific: check every alarm annually, replace removable batteries every year or, for lithium batteries, within the period the manufacturer specifies, replace the alarm within ten years of manufacture, and repair or replace a failed alarm within two business days. A hard-wired alarm has to be repaired or replaced by a licensed electrician, which is where we come in. Note this is the NSW position; Queensland's photoelectric interconnected rule is a different state's law and gets quoted at NSW landlords constantly.
Can our house take an electric car charger?
Usually, and the order of the questions is what saves money. First the supply: the NSW rules set how many phases you get from your maximum demand, allowing a single phase supply where demand does not exceed 100 amps and requiring three phases above that, or for any motor over 2 kW. Third the board and the protection: a charger goes on its own circuit, and the device in front of it has to be the right type, because ordinary Type AC residual current devices are no longer permitted for new work at all.
