A fault that gives you a nudge in a dry kitchen can kill someone in a pool. That is the whole reason pool wiring has its own set of rules: safety zones, equipotential bonding, ingress ratings. This page explains them properly, because most quotes never mention them at all.

Why it is different

Pool wiring is the one place the rules get genuinely strict

Most electrical work is governed by the same broad principles wherever it happens. Pools are the exception. AS/NZS 3000 sets aside a whole section for them, because water changes the arithmetic of an electric shock completely.

Dry skin has resistance. Wet skin has much less. A person standing in a pool is immersed, barefoot, in contact with a large conductive body of water that may itself be touching metal: ladders, handrails, reinforcing steel, fencing. A voltage far below what would make you flinch on land is enough to stop a heart in that situation. As the regulators put it, a very low voltage is sufficient to present a serious hazard to a person immersed in water.

So the standard does two things. It restricts what electrical equipment may exist near the water at all, using a system of zones measured out from the pool’s edge. And it requires that all the metal in and around the pool be tied together electrically, so there is no voltage difference for a swimmer to bridge.

Both of those get missed constantly, usually by well-meaning renovations, landscaping done after the pool was signed off, or equipment swapped out by someone who was not thinking about zones. That is most of what we get called to fix.

The zones

What you can install, and how close to the water

This is the single most useful thing to understand before you plan a light, a power point, a pump or a pergola anywhere near a pool. Every dimension below is measured from the edge of the water.

How to read it: the shaded bands are the restricted zones, shown in cross-section. They wrap the entire pool, not just the two sides drawn here, and they extend 2.5 m upward, so a pergola light, an awning heater or an overhead cable above the pool surround is inside the zone just as surely as a socket at ankle height. Spas under 5,000 L use a single 1.25 m zone and have no Zone 2.

Zone 0

The inside volume of the pool or spa itself: the water, and the basin containing it.

Nothing general-purpose belongs here. Underwater luminaires are purpose-built for it and run at extra-low voltage from a transformer located well outside the zone.

No switches. No socket outlets.

Zone 1

Two metres out from the water’s edge, and two and a half metres up. The band people most often build into without realising.

Switches and socket outlets for general use are not permitted here. Only equipment associated with the pool itself, with ingress protection to suit, meaning a minimum second numeral of 5: it will take a hose jet, not just a splash.

A further one and a half metres beyond Zone 1, again to a height of two and a half metres.

General-purpose switches and socket outlets become acceptable here, but they still have to be rated for the environment rather than treated as ordinary outdoor fittings.

Bonding

Tying every piece of metal to the same potential

Equipotential bonding is the second half of pool safety, and the half almost nobody outside the trade has heard of. The principle is simple: if every conductive thing a swimmer can touch sits at the same electrical potential, there is no difference in voltage for a body to bridge, even if something upstream has faulted.

Under AS/NZS 3000, bonding is required where exposed conductive parts of electrical equipment sit within a pool zone, or where equipment is in contact with the pool water, a metal pump housing for instance. Once that trigger is met, the bond has to reach everything conductive within arm’s reach of the pool edge, which the standard treats as 1.25 m.

For a concrete pool, that includes the reinforcing steel in the shell itself Cl 5.6.2.6.2. For a fibreglass shell the requirement is lighter, but it does not disappear. Bonding of surrounding fittings still applies wherever electrical equipment sits in a zone or touches the water.

  • Exposed conductive parts of pool equipment, including pump housings

  • Any conductive item larger than 100 mm in any dimension in that zone
  • A bond point that stays accessible and identified after construction

That last item causes more trouble than any other. The standard requires the bonding connection to remain accessible with room for later connections, to be clearly identified, marked at the switchboard or at a permanent location, and to be protected against mechanical damage and corrosion Cl 5.6.2.6.3. On plenty of older pools it was cast into a slab, tiled over, or simply never recorded. When you then add a metal fence or a new handrail years later, there is nowhere obvious to bond it to.

Finding, restoring and documenting that bond point is a job in itself, and one worth doing before you renovate rather than after.

Symptoms

What the fault is usually telling you

Pool electrical faults are rarely mysterious once you know where water gets in. These are the four calls we take most often.

The safety switch keeps tripping

Almost always moisture somewhere it should not be. In rough order of likelihood: a failing pump motor, water inside an underwater light fitting or its conduit, a deteriorated underground cable, or a chlorinator cell on its way out.

Resetting it repeatedly is the wrong response. The RCD is detecting current leaking to earth in a wet environment, which is precisely the scenario it exists to catch.

The pool light has gone dim, flickery or dark

Water ingress into the fitting, a failed transformer, or corrosion at the terminations. On older installations it can also be a cable that has been sitting in a damp conduit for two decades.

Worth diagnosing rather than replacing blind. A new light on a wet cable fails again in a season.

You get a tingle in or near the water

Stop using the pool and call an electrician the same day. A tingle means there is already a potential difference where there should be none, and the usual causes are a bonding fault or a leaking appliance.

This is the one symptom on this page that should never wait for a convenient appointment.

The new heater or pump keeps overloading

Generally not the appliance. Pool heat pumps and higher-output pumps often draw more than the original circuit was sized for, and on older homes more than the consumer mains can comfortably carry.

The fix is a capacity assessment first. Where mains or metering need upgrading, that is Level 2 accredited work, which we carry out ourselves.

Compliance

The certificate matters as much as the work

In NSW, electrical wiring work must be carried out by or under the supervision of a licensed electrician, and it has to be certified afterwards. Your electrician lodges a Certificate of Compliance for Electrical Work confirming the installation was tested and complies with the Gas and Electricity (Consumer Safety) Regulation 2018 and the relevant standards.

That certificate is due within 7 days of the testing being completed, and copies go to the electricity distributor where the work affects the network, and to you.

One thing worth knowing if you are comparing quotes right now: since 1 July 2026 every CCEW must be lodged through the BCNSW eCert portal. The old PDF form, the Essential Energy portal and the paper NECA books are no longer accepted. If an electrician is vague about how they certify pool work, that is a reasonable thing to press them on.

Pool wiring is never DIY work, whatever a hardware store aisle might imply. It is one of the few areas where an error does not give you a second chance to notice it.

Do I legally need a licensed electrician for pool work?

Yes. Pool and spa electrical work is not DIY work in NSW under any circumstances, and it is one of the few areas where the consequences of getting it wrong are immediate rather than eventual. Water removes almost all of the body's natural resistance, so a fault that would give you a jolt in a dry kitchen can be fatal in a pool. The work also has to be certified: your electrician must lodge a Certificate of Compliance for Electrical Work, and from 1 July 2026 that is done through the BCNSW eCert portal.

What is a pool safety zone and why does it matter?

AS/NZS 3000 divides the space around a pool into zones. Zone 0 is the inside volume of the pool itself. Zone 1 extends 2 metres horizontally from the pool's edge and 2.5 metres up. Zone 2 extends a further 1.5 metres beyond that, again 2.5 metres up. What you are allowed to install gets stricter the closer you get to the water: general-purpose switches and socket outlets are not permitted in Zone 1, only pool equipment with the right ingress protection, and nothing at all goes in Zone 0. Spas under 5,000 litres use a single 1.25 metre zone and have no Zone 2.

What is equipotential bonding and does my pool need it?

Bonding ties all the metal in and around your pool together electrically so that everything sits at the same potential and there is no voltage difference for a swimmer to bridge. Under AS/NZS 3000 that typically includes the reinforcing steel in a concrete pool shell, ladders and handrails, diving boards, conductive fencing and building structures within arm's reach of the pool edge, and any conductive item larger than 100 mm in any dimension in that zone. Fibreglass pools have lighter requirements, but bonding is still needed where electrical equipment sits in a pool zone or touches the water. The bond point has to remain accessible and identifiable after construction, not buried in the slab.

How far is "arm's reach" from the pool?

1.25 metres from the pool edge. It is the distance the standard uses when deciding which conductive parts have to be bonded, and it is why a metal pool fence, a stainless handrail or an aluminium window frame close to the water can end up in scope on a job that seemed to be only about a pump.

Why does my pool keep tripping the safety switch?

Usually moisture where it should not be. The most common causes we find are a failing pool pump motor, water getting into an underwater light fitting or its conduit, a deteriorated underground cable, or a chlorinator cell breaking down. Nuisance tripping is worth taking seriously rather than resetting repeatedly. The RCD is doing exactly what it exists to do, and the fault it is detecting is in a wet environment.

Can you add a heat pump or upgrade my pool equipment?

Usually, but the supply decides it rather than the equipment. Pool heat pumps and larger pumps often need more than the existing circuit or, on older homes, more than the consumer mains can carry. We check available capacity first. Where an upgrade is needed, mains and metering are Level 2 accredited work, which we carry out ourselves.
