The shape of the place

A suburb of houses with a national park on the back fence

North Wahroonga is small and unusually consistent. The 2021 census counted 2,100 people in 706 private dwellings, 667 of them occupied. Of those homes, 93.6 per cent are separate houses, 4.8 per cent are semis and just 1.8 per cent are flats. That is twelve flats among the occupied homes. Only 6.4 per cent are rented, against 17.8 per cent in Wahroonga next door, and the houses themselves are big: 4.1 bedrooms on average and 3.1 people per household, both higher than Wahroonga's 3.6 and 2.9. The median age is 45 and 59.1 per cent of families are couples with children, which is a working household rather than a retired one.

The geography explains most of it. The suburb sits about 23 kilometres north west of the city on a sandstone ridge, hemmed by the M1 Pacific Motorway on the western side and by Ku-ring-gai Chase National Park to the north, with Wahroonga proper to the south. There is no railway station and no shopping strip. Two bus routes, the 576 and the 576T, run out to Wahroonga and Turramurra. Council's own walking track brochure describes the country here as classic Sydney sandstone bushland ridge top vegetation with heath, tall open forest and cool creek side communities, and notes that it looks out over a vast area of bushland extending north to the Hawkesbury River. The street names date the place without a plaque: Barton, Watson, Fisher, Scullin, Curtin, Forde, Chifley and Holt, one prime minister after another, with Billy Hughes on the park rather than a street, and a set of Tasmanian rivers in Huon, Derwent and Tamar alongside them.

The part that matters to an electrician is what all of that adds up to on the network. In its 2011 draft background study on managing bushfire risk, Ku-ring-gai Council identified the properties at greatest risk as those sitting atop steep bushland slopes with northerly to westerly aspects, and named the residential areas of St Ives and North Wahroonga as examples. The same document counted 13,698 existing households within bushfire prone land across the local government area on that 2011 count, cited research putting 36 per cent of property within 130 metres of the bushland interface, measured that interface at more than 91 kilometres in length, and ranked Ku-ring-gai third for fire risk in the greater Sydney region. The same study, republished by Local Government NSW, puts it more directly still: Ku-ring-gai has the highest proportion of dwellings within the bushland urban interface in the Sydney metropolitan area, and transport, electricity, water and communication services all occur in some of the high risk areas.

What it means: nothing on this drawing is about how good your wiring is. It is about where the wiring sits. Because the suburb is mapped against bushland, Ausgrid runs an annual visual inspection of private poles, wires and pole top fittings in bushfire prone areas, at no charge and without being asked, and that inspection is often how an owner first learns of a defect. Because the ISSC3 guideline sets vegetation clearances near power lines and asks for hazards to be remedied in a time frame appropriate to the risk, judged against the start of the danger period, the sensible time to deal with a branch is autumn and winter rather than the week before Christmas. And because Ku-ring-gai only exempts half a metre of branch either side of a service line, getting the clearance the line actually needs can take rather more than a ladder. Three separate bodies, three separate timetables, one property owner in the middle.

A defect notice is not one job. Ausgrid splits the work itself: vegetation encroaching on the line is ASP/1 work, and defects in the pole, the wires or the pole top fittings are ASP/2 work. Over the top of both sits an approach distance: Ausgrid requires any tree trimming within three metres of its powerlines to be done by workers accredited under the SafeWork NSW code of practice for work near overhead power lines, and that code sets three metres as the minimum approach distance for anyone not trained and equipped to work closer. So the first useful thing anyone can do for you is read the notice properly and tell you which accreditation your particular defect needs, rather than quoting on all of it and sorting it out later.

Inside the house it is ordinary work done properly. We wire to AS/NZS 3000, we size consumer mains and switchboards for what a four bedroom house on a large block genuinely runs rather than what it ran in 1975, and every job that requires it is certified: a Certificate of Compliance for Electrical Work lodged within 7 days of the electrical test, through the BCNSW eCert portal, which has been the only accepted route since 1 July 2026.

The thing we will not do is tell you your property is at a particular bushfire attack level, or that it is or is not on the map. That is not an electrician's call. The map is prepared by council and certified by the Commissioner of the NSW Rural Fire Service, and the answer for your address comes from a Section 10.7 planning certificate or council's own viewer. What we can do is work correctly with whatever that answer turns out to be.

When the supply goes

Few outages, and the ones you get are long

There is a statistic in Ausgrid's February 2025 submission to the NSW parliamentary committee on the net zero future that describes life at the end of an overhead network better than any anecdote. Over the fifteen years to the 2023 financial year, only 12 per cent of outages across Ausgrid's overhead network were caused by climate events, but those events were responsible for 62 per cent of customer downtime. In other words the weather does not cause many of the interruptions. It causes nearly all of the hours. The same submission records that the January 2025 east coast storms caused more than 5,400 hazards including fallen powerlines, snapped poles and flood damage, and left over 210,000 Ausgrid customers without power for up to seven days.

That shape, rare but long, is what should drive the decision about backup rather than a general anxiety about blackouts. It is the reason a battery usually suits a house here better than a generator: nobody has to be home to start it, there is no fuel to keep fresh, and it covers the first several hours without anyone doing anything. It is also why, if you do go with a generator, the changeover switch matters more than the generator does. Ausgrid's wording on the alternative is not softened at all. Do not plug a generator into a power point, switchboard, meter box or any internal wiring, because it is illegal and extremely dangerous, and because backfeeding can energise lines that crews believe are dead.

If a battery is the direction, get the location settled early, because it constrains the rest of the design. AS/NZS 5139 sets restricted locations and barrier requirements, and Amendment 1 to the 2019 standard was published on 19 December 2025 and is now mandatory in New South Wales. It clarifies how windows and building ventilation are treated when a system goes in a restricted location, permits installation within 600 mm of an opening where that opening is wider than 900 mm such as a garage door, and requires exempt barrier materials to be at least 6 mm thick. Neither Planning for Bush Fire Protection nor AS 3959 requires standby power at a house on bush fire prone land, and we would rather say that plainly than imply an obligation that does not exist. This is a comfort and continuity decision, not a compliance one.

Ausgrid has sent me a defect notice about my pole. What happens now?

First, do not ignore the dates on it, because they are shorter than people expect. Ausgrid asks you to contact them within 30 days of receiving the notice to confirm the work is done or will be done within 60 days. It also says that defects not repaired within 30 days may result in the supply being disconnected until repairs are safely completed, which it describes as a last resort, and that if it has no confirmation of completion within 60 days of issuing the notice it may enter the property to rectify pole or wire defects and recover the reasonable cost of that work from the owner. Second, read what the notice is actually about, because the trade differs. Vegetation encroachment is work for an ASP/1 contractor. Defects in the pole itself or the wires and pole top fittings are ASP/2 work. Send us a photograph of the notice and the pole and we will tell you which one you need and what the sensible order of events is. Ausgrid publishes indicative estimates for this work, excluding things like difficult access, specialised equipment, design and traffic control. They start at around $560 for a first span of vegetation management, run through $1,200 to $3,000 for items such as spreaders, insulators or a cross arm, and reach $3,600 to $6,000 to replace the conductor. A replacement pole is roughly $3,000 to $5,500 in steel and $7,500 to $16,000 for a large timber one. Those are Ausgrid's figures rather than ours, and they are worth reading before anyone starts, because they tell you which conversation you are in.

Can I just cut the branch that is touching my service line?

In Ku-ring-gai there is an exemption, and it is narrower than most people assume. The council's development control plan allows removal of branches within 0.5 metres of electrical service lines to properties without written consent, and it says explicitly that the exemption applies to tree branches only, not tree trunks. It does not apply to a property under an interim heritage order or listed on the State Heritage Register. Beyond that half metre you are relying on one of the other exemptions in Part 13.2, such as pruning branches no more than 50 mm in diameter, removing completely dead branches, or vegetation within 3 metres of the dwelling. If none of them fits, it becomes a Tree Application to council, so check the current Part 13 or ask council rather than assuming. The catch is that the clearance a line actually needs is bigger than the exemption. Ausgrid describes its clearances as 0.5 to 6 metres depending on species, wire type, location and bushfire risk, and says that in residential areas the clearance around bare low voltage powerlines is generally 1 metre, before ISSC3 adds its extra 0.5 metres for bushfire prone land. Either way it is more than half a metre. There is also an approach distance over the top of all of it: Ausgrid requires tree trimming within three metres of its powerlines to be done by workers accredited under the SafeWork NSW code.

How do I find out whether my place is on bush fire prone land?

Do not take anyone's word for it, including ours. The bush fire prone land map is prepared by the council and certified by the Commissioner of the NSW Rural Fire Service, and the definitive answer for your address comes from a Section 10.7 planning certificate from Ku-ring-gai Council, or from the council's own map viewer. Council's 2023 draft amended mapping identified 3,128 hectares of bush fire prone land in the local government area and 11,298 bush fire prone properties. Worth knowing as well: the council's own page notes that around 87 per cent of Australian house loss during wildfire comes from ember attack rather than direct radiant heat, and that while the buffers take account of the heaviest ember attack areas, the mapping does not account for significant ember attack. It is a planning tool rather than a complete picture of exposure.

Does bush fire prone land mean my supply has to go underground?

No, and this is the most common thing we are asked to confirm. Planning for Bush Fire Protection 2019 does contain an acceptable solution that electrical transmission lines go underground where practicable, with short pole spacing where they stay overhead and vegetation kept clear in accordance with the ISSC3 guideline. But those provisions sit in the tables covering residential and rural residential subdivision and special fire protection purpose development. They are not a retrofit obligation on a house that is already standing and already connected. If you are subdividing or building new, it is a live consideration and your bushfire consultant will raise it. If you are simply living here, it is not something you are in breach of.

We lose power in storms. Is a generator the answer?

It can be, provided it is connected properly, and the wrong way around is genuinely dangerous rather than just non-compliant. Ausgrid's position is blunt: do not plug a generator into a power point, switchboard, meter box or any internal wiring, because that is illegal and extremely dangerous. What it causes is backfeeding, where electricity flows back into the network and energises lines that repair crews believe are switched off. For a portable generator, the safe pattern is to run it outside in the open air for ventilation, plug appliances straight into it with heavy duty leads, and turn it off and let it cool before refuelling. For anything permanent, the answer is a properly installed changeover switch so that power can only ever come from one source at a time, wired by a licensed electrician and installed to AS/NZS 3010, which is the standard covering generating sets alongside AS/NZS 3000.

What about a battery instead?

A battery is a better fit than a generator for most households here, because the failure mode on this network is a handful of long outages rather than constant short ones, and a battery needs nobody at home to start it. The thing worth knowing before you choose a location is that batteries cannot simply go anywhere. AS/NZS 5139 sets restricted locations and barrier requirements, and Amendment 1 to the 2019 standard was published on 19 December 2025 and is now mandatory in New South Wales. The house is large and the wiring is original. Where do we start?

Start with the board and the mains, not with the powerpoints. North Wahroonga houses average 4.1 bedrooms, which is more than Wahroonga and well above the Sydney average, and a house that size usually has a load history rather than a load: a kitchen redone at some point, air conditioning added later, a shed or a pool or a studio out the back on whatever circuit was nearest. The useful first visit is an assessment of what is actually there, in what order it was added, and what the switchboard and the consumer mains can carry. From that you get a staged plan rather than a single frightening number, and most people do it over two or three visits rather than one. If the property has a private pole, we look at that on the same visit, because it is the part most likely to generate a letter.

Does the fire season change how you schedule work?

It changes what we push to the front of the year rather than what we are willing to do. Anything involving the overhead line, the pole, or clearance around either is best dealt with well before the season opens, because the ISSC3 guideline asks for vegetation hazards near power lines to be remedied in a time frame appropriate to the risk ahead of the bush fire danger period, which it treats as nominally starting 1 October, and because the council application that a proper clearance sometimes needs takes time of its own. Note that the period is not fixed: section 82 of the Rural Fires Act 1997 lets the Commissioner vary it for a local area, and the start is often brought forward. Inside the house the calendar does not matter and we book normally. The one thing we would say is that the worst time to discover a defective pole is at the height of the season, when contractors are busiest and a 60 day clock is already running.
